Iceland's biggest export to Spain has always been fish, and Spain's biggest export to Iceland was always wine. When the prohibition era began, however, Iceland stopped buying wine. So, with governmental levels of spite, Spain stopped buying fish. This caused such a panic for Iceland's economy that the government suddenly decided that wine actually wasn't so evil, and that prohibition should only apply to all other alcohol. Except Vodka - because it looked like Russia was about to pull a Spain and stop buying fish. This lasted until as late as 1989, which means that generations of Icelandic people have lived their whole lives only ever drinking wine and vodka.
